In this tutorial you'll learn how to make a cool banner using some nice effects.
1. Make a new image, size doesn't matter, I'll use 320x120. Fill the background with color "#657AFC". Then add dots to the layer using the pencil tool. Make some larger and some smaller.
the dots should be in various blue hues. Make some darker and some lighter. Then you can add some small white dots too if you like.
2. Now use motion blur on it. You can find it under Filters/Blur. Set the angle to 50. The distance actually varies with the size of your image, but somewhere close to 100 pixels will do fine if you use a size close to
320x120.
3. Time to add a border to the image. Create a new layer, name it border. Then use a black pen that's 1 pixel wide. Then put the cursor in any edge of the picture and hold shift while dragging to the next one. By holding shift you can
make sure you get a nice and straight line. When you have done this the whole way around, you should do it again, make sure you get a margin of 1 pixel to the old border. (See below)
4. Now, fill the gap between the two borders with a dark blue color, I'll use "#1D1D80".
5. Time to add a text and, if you like, a logo. This is how mine ended up:
